Bio
Colby Dolly, Ph.D., is NPI’s Director of Science & Innovation. He oversees a diverse array of research endeavors, with a particular emphasis on topics pertinent to law enforcement practitioners, such as the integration of technology and analyzing use of force. Prior to his tenure at NPI, he held leadership positions within a multinational healthcare corporation and a large police department in the Midwest. In these capacities, Dr. Dolly’s responsibilities encompassed the development of policies, data analytics, procedural enhancements, and facilitation of organizational transitions. Notably, Dr. Dolly was chosen as a participant in the prestigious 2020 LEADS Scholar Program by the National Institute of Justice. His academic background includes a Ph.D. in political science from the University of Missouri St. Louis, with a research focus on organizational change and methodological approaches. He is recognized as a Prosci® Certified Change Practitioner and holds accreditation in Lean Six Sigma methodologies.
